Lakewood awards $4 million contract to renovate Weingart Senior Center

The Lakewood City Council awarded the construction contract for the Weingart Senior Center improvements project and authorized contingency spending to cover renovation risks.
Director of Public Works Kelly Pickler described the project scope: new HVAC systems, updated flooring and ceiling, improved lighting, ADA‑accessible restrooms, parking and path‑of‑travel improvements, additional hearing loops and a reconfigured floor plan to create private social‑services offices. Staff said the city conducted a competitive two‑step procurement process; nine firms submitted prequalification packages, six were prequalified and four submitted competitive bids.
New Dynasty Construction submitted the low bid with a base amount of $3,300,000. Staff recommended awarding both bid alternates (replacement of an aging roof and skylights) so the total award inclusive of alternates is $4,000,000 and recommended authorizing cumulative change orders not to exceed $1,300,000 to address unforeseen conditions typical of renovating an older facility. Staff noted funding had been programmed in the seven‑year plan and grant funds for this project cannot be transferred.
A councilmember moved approval; the council voted unanimously to adopt the plans and specs, award the contract for $4,000,000 and authorize the change‑order contingency.
Staff said seniors will be temporarily relocated (Mayfair Park) during construction and promised public updates and photos on the project website during construction.
