The Wimberley Hotel Occupancy Tax Advisory Committee (HOTAC) voted not to recommend a $10,769 reimbursement request from Vacation Wimberley for a content and branding package created by a local production firm.
Michelle (city staff) presented the application and said HOTAC's decision was driven not by the quality of the submission but by equity and scale concerns: HOTAC has roughly $60,000 in annual discretionary funds, and providing more than $10,000 to a single lodging operator would consume a large share of that budget. HOTAC discussed whether reimbursement models or caps would better distribute funds across approximately 125 lodging establishments in the city.
An applicant representative who identified himself as Jim joined the discussion to offer perspective and suggested the city publish clearer guidance for applicants, including typical award sizes. Council members and staff discussed several options: setting smaller per-entity caps, establishing a matching-grant or rebate program (for example, funding part of a professional photo/video package), clustering properties for joint marketing, and developing a scoring packet to increase transparency.
No formal funding decision was made during the meeting; staff said they have drafted a guidance packet and a scoring rubric for future HOTAC consideration and will return with policy recommendations.
