Wimberley council approves application for street-reconstruction block grant

The Wimberley City Council on Feb. 5 approved submitting an application for the Texas Department of Agriculture'administered Community Development Block Grant program to support complete street reconstruction in a targeted low-to-moderate-income area.
At a public hearing, GrantWorks consultant Jessica Acosta told the council the program's priority is full street reconstruction, not overlays, and that an area must be at least 51% LMI to qualify. Acosta said the city is awaiting formal invitation from the Texas Department of Agriculture and that the application requires a 5% local match. Council members asked whether drainage work would be eligible under the grant and were told staff would confirm that detail in program guidance.
A council member moved to approve the application as presented; the motion was seconded and the council voted to approve the submission.
If awarded, staff said an engineer would be hired to identify the exact project area and scope. Council members noted the higher cost of full reconstruction and discussed tradeoffs in selecting streets that both meet LMI thresholds and can be reconstructed within the available match and city funding.
The council did not specify a contractor or a final project area at the meeting; staff said they will return with engineering recommendations if the city receives an invitation to apply.
