Commission moves to form short-term rental review committee and reviews draft comprehensive-plan update

Commissioners agreed to convene a short-term rental (STR) committee to review existing policy and gather data on active STRs and hotel-occupancy reporting.
Commissioner S9 (who has been organizing the effort) said Rebecca Minnick has agreed to serve on the committee and staff will attempt to recruit a member from the hotel-occupancy-tax committee. Nathan (S2) said staff can provide mapping and data on about 100–110 registered short-term rentals and that some additional unreported rentals may exist.
The panel discussed policy tools the committee could consider, including minimum lot-size limits, proportional caps on STR density, complaint and enforcement processes, and whether CUPs should transfer with property sales. Nathan noted that zoning follows the land and that revoking existing CUPs would require a rezoning process before City Council. Commissioners also discussed rezoning small residential lots along River Road to commercial to manage future conversions.
Separately, Nathan briefed the commission that Langford (the contracted firm) has posted a draft comprehensive-plan update online; staff will circulate relevant land-use sections and convene a joint meeting in December for comments and alignment with zoning ordinances.
The committee formation and plan review are intended to produce recommendations for the commission and City Council on short-term rental regulation and land-use clarity.
