The Edmond City Council voted June 10 to approve a planned unit development (PUD) for the southeast corner of Covell Road and Coltrane Road after the applicant agreed to multiple use and scale concessions sought by neighbors and council members.
Planning staff described the application (case Z23‑00013 / Ord. 3998), the site and nearby zoning, and noted the Planning Commission recommended conditional approval 3–1. Applicant representative David Box told council the developer amended the PUD to remove drive‑thru uses, prohibit school and childcare uses, limit building height to two stories, cap total nonresidential building area at 15,000 square feet, and restrict the site to no more than three buildings.
Neighbors at the public hearing raised concerns about traffic, safety and flooding; Rob Sorum and Jeff Carlson urged the council to preserve the residential character, while Conrad Caldwell said the revised PUD was more acceptable but traffic and flood issues remain. Council members emphasized that the final vote was contingent on staff receiving a PUD document in the portal that exactly matches the concessions discussed during the meeting.
Council member Moore moved to approve the PUD with the conditions announced by the applicant that evening and contingent upon staff receiving the finalized document; the motion was seconded and passed. Staff recorded the conditions in the project record and asked the applicant to submit the final, portal-ready PUD language.
