Council directs staff to open appointment process for Ward 1 seat, sets Dec. 2 deadline

The Edmond City Council on Nov. 13 directed staff to solicit letters of interest and resumes to fill the vacant Ward 1 council seat, setting a submission deadline of 5 p.m. on Dec. 2 and saying the council may consider appointing a new member at its Dec. 9 meeting.

Casey Moore, director of management services, reviewed the charter qualifications for appointment — U.S. citizenship, Oklahoma residency, freeholder status, age 25 or older and eligibility to vote in Ward 1 — and summarized the city's historical practice of requesting letters of interest and resumes. Moore said staff would verify applicant eligibility through public records and serve as the point of contact for follow-up questions.

Council members discussed alternatives, including a special election, and repeatedly said a special election would leave the ward unrepresented for many months. One council member argued that appointing someone before the end of the year would avoid “a 9-month vacancy” and maintain representation for Ward 1. A motion directing staff to publish the process, set the Dec. 2 deadline and consider appointment at the Dec. 9 meeting was moved and seconded and then approved.

Under the direction approved Nov. 13, staff will post application instructions and accept submissions; if the council appoints at the Dec. 9 meeting, the new member would be sworn in at a separate ceremony scheduled before year-end.

The council did not name a candidate on Nov. 13; the timeline and verification steps were described as administrative tasks for staff to complete between the Nov. 13 and Dec. 9 meetings.
