Council approves appointments, GMP 7 for City Center, several public‑art purchases and DERC ordinance

Appointments: The mayor's appointments and reappointments were approved, including Vanessa Shadics (reappointment to the Development Impact Review Committee, term through June 2027), Dina Bleecker (appointment to the Urban Forestry Commission, term to Oct. 2027), Jennifer Duncan (reappointment to the Citizen Participation Committee, term to Oct. 2029) and Lauren Pinpenny (appointment to the Community Action Review Commission to fill an unexpired term ending June 2026).
City Center GMP 7: Staff presented Guaranteed Maximum Price 7 for interior and exterior signage for the City Center complex. Downtown transformation manager Lena Dozier reported the bid package and contingency brought GMP 7 to a $288,767 line item, and that the overall GMP and project budgets remained under their prior estimates; the council voted to approve the GMP item.
Art in Public Places: The council approved appropriations to procure four art pieces connected to capital projects: "Flight of Dreams" (Stephen Lee & Brandon Taylor) for about $152,000 for AC Kaplan; "Circle of Friends" (Gary Lee Price) for roughly $148,000 for the joint YMCA/library; "Masters of Water" (Brandon Taylor) for about $74,000 for Fire Station No. 6; and "Soccer Ball" (Zonley Luman) for about $52,000 for the Service Blake Soccer Complex. Staff said the Art in Public Places ordinance (1% set‑aside) funds these purchases.
DERC ordinance: Council approved an ordinance formalizing the development review committee previously created by resolution and approved a resolution dissolving the earlier resolution so the committee would operate under the new ordinance.
Consent items: The council also approved the listed consent agenda items and three Public Works Authority consent items earlier in the meeting.
