"This ordinance will appropriate $1,440,000 in, all federal funding from the U.S. Treasury, to cover 100% of the independent evaluator costs throughout the life of the project," Bowser said, adding the appropriation would cover evaluation costs over seven years. Bowser said New Castle County is one of seven jurisdictions awarded these funds and one of only three that have progressed to this stage of project launch.
Bowser told council the county has "checked off enough of the boxes" with the Treasury and that cohort 1 families will begin receiving services next month at the Hope Center. He said the funding for the evaluator is fully federal and separate from other program dollars.
Council members did not record a formal vote on the ordinance during the session; Bowser answered questions about timing and fiscal coverage but the transcript does not show final committee action on the appropriation.
