County staff update commissioners on helipad, wastewater study and intersection safety

Public Works staff reported a boundary overlap on Fire District 3 land for a planned helipad, requested authorization to prepare an RFP for Water District 6 wastewater assessment using Fund 108, and promised cost estimates for safety changes at the No. 6 Road/Kittitas Highway intersection for the June 23 study session.
During the June 9 study session, Public Works staff provided three infrastructure updates and received direction from the board on next steps.
Fire District 3 helipad: Josh Fredrickson said a completed land survey for a proposed helipad in Easton revealed a 4–8 foot boundary overlap between Fire District 3 property and adjacent railroad property. He presented quiet-title action as a viable option to clear the discrepancy. After discussion, the board directed staff to move forward with the project once the title issue is resolved.
Water District 6 sanitary sewer feasibility: Fredrickson described a development proposal for a large resort hotel in Vantage and its potential impacts on Water District 6’s wastewater treatment plant. He requested authorization to prepare enabling documents and solicit consulting services through an RFP funded by Fund 108 (Distressed County Sales and Use Tax). The board directed staff to prepare the enabling documents, with Vice Chair Cory Wright clarifying that while the county will provide support, management of outcomes remains the district’s responsibility.
No. 6 Road and Kittitas Highway intersection: Fredrickson reviewed mitigation already implemented and said most crashes occurred during the day. The board discussed potential further measures; Vice Chair Cory Wright requested cost estimates for changing the stop sign and adding pavement markings, and staff will bring those estimates to the June 23 study session. The intersection is included in the county’s 2025 Highway Safety Improvement Program safety plan; awards will be announced in the fall.
These directions provide staff with clear next steps but do not, in themselves, authorize construction except where noted for design funding elsewhere on the agenda.
