Parma Heights adopts 2026 tax budget, delays appropriations and approves grants and EMS agreement

Parma Heights City Council unanimously adopted Resolution No. 2025-39, the city's tax budget for fiscal year 2026, during its June 23 meeting and directed submission of the budget to the Cuyahoga County Fiscal Office. The council postponed Ordinance No. 2025-38 (appropriations for 2025) to a future special meeting to allow the Finance Department additional time for amendments.
Clerk Barbara Allen read the tax budget resolution before Councilwoman DeSouza moved for passage and Councilwoman Palmisano seconded. The roll call vote was unanimous in favor. The appropriations ordinance was postponed by motion of Council President Pro Tem Maruschak and seconded by Councilwoman DeSouza; the motion passed by unanimous roll call.
Mayor Gallo used her report to flag a state-level proposal she said would reduce local revenue, stating that HB533 "would be a $1.7 million dollar hit to the city," and encouraged residents to contact their state legislators. The transcript records her warning and a mention of a petition to eliminate property tax; no council action on that topic was taken at the meeting.
Separately, the council approved several administrative items with little debate: Resolution No. 2025-40 authorizing submission of an Ohio Department of Natural Resources Urban Forestry Grant application; Ordinance No. 2025-41 authorizing an agreement with Public Consulting Group, LLC to support implementation of the Ohio Ambulance Supplemental Payment Program for emergency medical services; and Resolution No. 2025-45 authorizing the administration to pursue FEMA reimbursement for local match funds tied to a FY2023 Assistance to Firefighters Grant (passed after suspension of rules). The council also authorized Resolution No. 2025-48 to dispose of obsolete city vehicles and equipment through GovPlanet/IronPlanet following a unanimous vote to suspend rules and pass the item.
Finance Director Nogalo told the council the city expected to receive debt-ratio funds this week and referenced amounts in the record (transcript lists "$2 million" and later refers to receiving "$5.6" and paying "$3.6" of a prior note); the meeting record does not reconcile those figures and the final amounts were "not specified." Nogalo also said the tax-budget paperwork must be passed by Sept. 30 and that insurance quotes and coverage were pending with an August 1 start date. He suggested the city consider scheduling changes to reduce summer meeting needs.
The council adjourned at 8:04 p.m.
