Simpson County Fiscal Court approves budget amendment, ordinances and equipment purchases

County Judge Executive Mason Bames called the Simpson County Fiscal Court to order on April 16 and the court approved a package of budget and ordinance actions, several procurement steps and equipment purchases.
The court approved second reading and final passage of FY23/24 Budget Ordinance No. 220.256 Amendment No. 4, increasing appropriations by $219,104. The motion was made by Magistrate Marty Chandler and seconded by Magistrate Scott Poston; Chandler, Poston, Jeffrey Burr, Myron Thurman and Judge Bames voted in favor.
Also approved were Ordinance No. 310.27, a lighting agreement with Warren Rural Electric Cooperative Corporation for Windsor Park Section 3, Phase I, and Zone Change Ordinance No. 920.123 to rezone about 3.0061 acres east of Franklin on Perdue Farms Road from B-5 (Interstate Interchange District) to R-1 (Single Family). The record notes an error in the deed description within the ordinance where the description uses “Perdue Road”; the county attorney advised that the correct reference is Perdue Farms Road and that the deed-description error did not prevent passage.
The court authorized advertising for FY24/25 asphalt and crushed-stone bids, setting a submission deadline of 9:00 a.m. Friday, May 17, 2024. It also authorized the purchase of a 44,000-pound capacity, 20-foot equipment trailer (Gatormade Company) at $29,353.80 and a 3,500 PSI Alladin steam pressure washer (Big Red Supply) at $8,000; officials noted expected delivery timelines.
A slate of intra-fund budget transfers was approved, including moves such as $1,000 from salt to signs, $2,200 from transfer reserve to software, and $5,000 from truck maintenance to equipment maintenance. The court also approved a cash transfer of $7,590.79 from the Federal Grant Fund to the General Fund.
The court approved bills and claims as presented, a multi-page disbursement list that included $14,000 to the Boys & Girls Club of Franklin, $24,688.14 to Kellwell Food Management, $44,018.78 to Trace 3, and $42,268.36 to West Kentucky Correctional Healthcare. The March 31, 2024 financial statement was approved subject to audit and authorized for signature by Judge Bames and Treasurer Nicole Law.
No formal dissent blocked any of the recorded votes; most motions were recorded as unanimous. The meeting adjourned at 9:27 a.m.
