Fleming County adopts $10.9 million FY2023-24 budget, approves contracts and appointments

The Fleming County Fiscal Court on June 13 approved the county’s FY2023-24 budget of $10,921,028.66 and passed a related budget amendment, along with a package of contracts, benefit actions and reappointments, the court’s minutes show.
The court unanimously approved Ordinance 23-1386 adopting the FY2023-24 budget and also approved Ordinance 23-1388, a budget amendment for the prior fiscal year. The county’s May 31, 2023 financial reports show total county funds of $4,583,874.37 across general, road, jail, LGEA, CDBG, dispatch, ARPA and other accounts.
Fiscal Court members voted unanimously to approve procurement and service agreements needed for county operations, including a FY2023-24 road salt contract with Compass Minerals, FY2023-24 aggregates contracts with Heidelberg Materials (Hanson) for Flemingsburg and Maysville locations, and the county’s KACo Workers Compensation agreement.
The court approved an amendment to Resolution 23-1385 reflecting a $366,575 grant award for development of Flemingsburg–Fleming County Industrial Park IV. The court also approved an annual Officer's Certificate to US Bank confirming insurance coverage on the judicial center to satisfy bond requirements.
County Judge/Executive John Sims Jr.’s recommendation to reappoint Jeffrey Edmond and Amanda Maynard to four-year terms on the Fleming County Planning Commission (term 6/20/2023–6/20/2027) was approved unanimously.
On employee benefits, the Fiscal Court approved FY2023-24 health, dental and vision insurance rates and voted to add Fleming County Chamber Director Crystal Ruark to the county health insurance plan, with the county contributing one-third of the monthly premium; the City and the Chamber will each contribute one-third, according to the minutes. The court also approved Resolution 23-1392 accepting the FY2023-24 Cafeteria Plan.
