Committee approves airport manager, library appointment and park manager hire; special tribute honors long-serving trustee

The Finance Ways & Means Committee approved multiple personnel items as part of the consent calendar and subsequent agenda actions on July 8.
Board Chairman John Kozlowski presented the consent calendar, which included a recommendation to approve Mick Higgins as Alpena County Airport Manager and other routine items. Commissioner Bill Peterson moved and Commissioner Dan Ludlow supported approving the consent calendar; roll call vote was unanimous.
Administrator Jesse Osmer noted the Personnel Committee had interviewed candidates for a Library Board vacancy. The committee approved appointing Joe Fulkerson to the Alpena County Library Board; his term will run effective immediately through Dec. 31, 2028. The appointment was moved by Commissioner Travis Konarzewski and supported by Commissioner Dan Ludlow.
The committee also approved hiring Austin Barnett as manager for Sunken Lake Park with a standard six-month probationary period and a requirement that the Parks Commission present monthly progress reports to the Board. The motion to hire Barnett, moved by Commissioner Travis Konarzewski and supported by Commissioner Bill Peterson, passed 6-2. Commissioners Dan Ludlow and John Kozlowski voted no.
Earlier in the meeting Chair Kozlowski read a special tribute acknowledging Library Board Trustee Joe Garber's resignation after 21 years of service.
