Committee approves regional Materials Management Plan payment approach, will seek EGLE advance funding option

The Finance Ways & Means Committee on July 8 approved a payment plan approach for the regional Materials Management Plan (MMP) and gave Administrator Jesse Osmer permission to explore seeking advance funding from the Michigan Department of Environment, Great Lakes and Energy (EGLE).
Osmer told the committee Option B would have Alpena County invoice participating counties monthly based on a one-fifth share of the total work completed in the prior month; each county would pay the designated public agent (DPA) within 30 days of invoice receipt and would then be eligible to submit requests for reimbursement to EGLE. Osmer also asked to look into Option C, which would be a formal request to EGLE for advance funding.
Commissioner Brenda Foumier moved the recommendation to move forward with Options B and C; Commissioner Travis Konarzewski supported the motion. Roll-call vote was unanimous in favor. The committee recorded the action on the agenda as moving forward with Options B and C for the MMP Payment Plan Agreement Form.
The motion does not obligate participating counties to fund the entire plan immediately; Osmer said the approach sets a monthly invoicing mechanism and opens the possibility of seeking EGLE advances.
