Commissioner John Kozlowski moved the recommendation and Commissioner Todd Britton supported it. The roll‑call vote was recorded as: AYES — Commissioners Britton, Kozlowski and Fournier; NAYS — none. The committee advised Administrator Osmer to prepare a memo for the full board with the recommended policy change and implementation details.
