Board approves temporary 15% reduction in boat assessments and several fiscal measures

The King and Queen County Board of Supervisors voted July 24 to request a one-year, 15% reduction in assessed values for all boats after staff reported substantial increases in boat appraisals this year.
Kelly Lumpkin told the board that boat assessment increases this year have been dramatic, with much of the rise tied to motors and to values that were not adjusted in 2020–21. After discussion, Supervisor D.H. Morris moved and J.L. Simpkins seconded a motion asking the commissioner of revenue to apply a 15% reduction in boat values for one year; the motion was approved unanimously by the four supervisors present (Sherrin Alsop was absent).
In related fiscal business, the board approved the recurring warrants for July, subject to audit. Supervisor J.M. Burns moved the warrants approval and D.H. Morris seconded; the motion passed with the same unanimous tally of present members. The board also voted to authorize a debt service payment of $204,000 due Aug. 1, 2023, on a motion by J.M. Burns, seconded by J.L. Simpkins.
Separately, the board approved a one-year conversion of the animal control officer (ACO) position from part time to full time. Chief Deputy Wilson told supervisors the sheriff’s office has been unable to fill the post on a part-time basis; the county’s Director of Finance indicated current budget funding would cover roughly $20,000 to make the conversion this fiscal year without requiring a midyear amendment. J.L. Simpkins moved and D.H. Morris seconded the conversion, and the motion passed unanimously. The sheriff’s office will return during budget deliberations for a decision on whether the position should remain full time beyond the year.
