Bay Minette City Council approves ordinances, resolutions and $218,733.04 in payables

Bay Minette City Council met Jan. 3, 2023, at City Hall and unanimously approved the consent agenda, a payables list of $218,733.04 and several ordinances and resolutions.
Mayor Robert A. Wills called the meeting to order and, after roll call and the Pledge of Allegiance, the council approved the Dec. 19, 2022, minutes and work session minutes. Councilmember William Taylor moved to approve the consent agenda; Councilmember Matt Franklin seconded and the motion carried unanimously.
The council then approved the payables for Jan. 3, 2023, totaling $218,733.04. Mayor Wills asked for the motion; Councilmember Pete Sellers moved to approve and Councilmember Shannon Clemmons seconded. The motion passed with unanimous consent.
On ordinances, the council approved Ordinance 1018, the Planning and Zoning Administrative Fee Schedule, on second reading. Councilmember Matt Franklin moved approval and Councilmember William Taylor seconded the motion, which carried unanimously. The council also approved Ordinance 1019, Sale of Unneeded Municipal Real Property, on first reading as amended; Councilmember Shannon Clemmons moved and Councilmember Matt Franklin seconded the motion.
The body approved three resolutions. Resolution 0123-01 authorized expenditure of American Rescue Plan Act (ARPA) funds to purchase 500 additional garbage carts from Otto Environmental Systems North America, Inc.; Councilmember Matt Franklin moved to approve and Councilmember Pete Sellers seconded. Resolution 0123-02 authorized an auxiliary audit agreement between the city and AVENU Insights & Analytics, LLC; Councilmember William Taylor moved approval with Councilmember Matt Franklin seconding. Resolution 0123-03 granted a fee waiver for use of the John F. Rhodes Civic Center by the Baldwin County Economic Development Alliance to host a Novelis procurement event on Jan. 19, 2023; Councilmember Pete Sellers moved and Councilmember Shannon Clemmons seconded.
All motions noted in the minutes were recorded as carried unanimously. The meeting was adjourned after public comment and the minutes were attested by Mayor Wills and City Clerk Rita Diedtrich.
