Jackson County board approves exemption to bidding for dog control facility

The Local Contract Review Board of Jackson County voted unanimously on Jan. 28, 2026, to approve Order No. LC-2-26, exempting the county from competitive bidding and authorizing a construction manager/general contractor (CM/GC) solicitation process for the Jackson County Dog Control Facility. District Board Member Randy Sparacino moved the adoption of the order; District Board Member Colleen Roberts seconded. Those who voted aye were Sparacino, Roberts and District Board Chair Rick Dyer.

County Administrator Danny Jordan told the board the project’s specialized nature and site conditions on county-owned property adjacent to Kingsley Drive in Medford make early contractor collaboration important to control costs. "A Construction Manager/General Contractor (CM/GC) solicitation process allows the use of a factoring system that will take into consideration price, experience, and references to select the contractor, who sets a Guaranteed Maximum Price for the contract," Jordan said.

Under state law and local rules cited by staff, the board considered ORS 279C.335 and Jackson County Local Contract Review Board Rules, Division 1-120.c in determining whether an exemption from competitive bidding was appropriate. Staff said notice of the public hearing was published in the Daily Journal of Commerce and the Rogue River Press and posted to the Jackson County website on Jan. 14, 2026.

Chair Rick Dyer opened the public hearing at 9:29 a.m.; no members of the public provided testimony, and the hearing was closed the same day. Following the hearing, the board approved the order, which, if implemented by staff, will permit the county to proceed with a CM/GC alternative solicitation for the project.

The board also approved the meeting’s consent calendar, including minutes from the Jan. 7, 2026 Local Contract Review Board meeting, earlier in the session. With no further business, Chair Dyer adjourned the meeting at 9:29 a.m.
