Charlotte County Electoral Board meets in closed session on personnel, certifies compliance with state law

The Charlotte County Electoral Board met at 1:00 p.m. on Nov. 6, 2020, at the registrar’s office to conduct the CAP canvas and moved into a closed session to discuss personnel matters, the minutes show.
The board cited the Code of Virginia in moving to close the meeting. Vice-Chair Lawrence Clark moved to enter closed session pursuant to the Code of Virginia § 2.2-3711 for the purpose of discussing personnel; Secretary Robert Bradner seconded the motion, and the motion carried.
After returning to open session, the board voted to adopt a certification resolution required under the Virginia Freedom of Information Act and Code of Virginia § 2.2-3712. The resolution states that “only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed in the executive meeting to which this certification resolution applies,” and the board recorded a roll call of Mr. Foster—Aye; Mr. Clark—Aye; Mr. Bradner—Aye.
The minutes list present members as Chair Glenwood Foster, Vice-Chair Lawrence Clark and Secretary Robert Bradner; Rebecca Daly (Democratic Party), Registrar Goode and CAP staff were also noted as present. The board recessed and agreed to reconvene on Nov. 9 at 4:00 p.m.
