Council OKs Rural Community Resilience Center with NCCU; lease set at $5,000 per year

The Henderson City Council voted May 13 to establish a Mayor’s Health and Wellness Initiative called the Rural Community Resilience Center (RCRC) in the old municipal building in partnership with North Carolina Central University.
City Manager Edward T. Blackmon said the RCRC would address health and wellness disparities through education, screenings and outreach and initially would operate one day per week in the building’s lobby, bathrooms and conference room. Blackmon said NCCU will assist with upfitting the space and that the initial draft lease proposed $20,000 per year; Mayor Melissa Elliott urged the Council to reconsider that amount given the limited initial weekly use. Councilmember Garry D. Daeke moved approval of Resolution 24-30 with the lease reduced to $5,000 per year and NCCU responsible for water payments; the motion, seconded by Councilmember Tami Walker, passed unanimously (Coffey and Noel absent).
Council asked whether the space could be used by others on days it is not in use; City Manager Blackmon said that would depend on equipment brought in for services. Council also discussed that over-the-counter medications would be dispensed monthly on service days and that zoning did not present restrictions for the proposed activities. The City will return with finalized lease terms, upfit responsibilities and cost details.
The RCRC is intended to provide free health services initially one day a week and could expand to additional days as demand and resources permit; Council directed staff to formalize the lease and upfit plan.
