County finance director: CSA requests exceed FY24 budget; committee to partially fund cases

Director of Finance Tina Ammons updated the board on Children’s Services Act (CSA) funding after the CPMT’s annual funding and case review. Ammons said the committee set the FY24 CSA budget at $750,000 while requests for services exceeded $785,000, and that CPMT decided to fund as many cases as possible and partially fund others because current resources were insufficient.
Ammons told the board the committee discussed reasons for the year-over-year increase, citing the removal of a cap on provider costs, provider fee increases (some providers increased fees by roughly 20 percent), and a rise in cases needing more intensive or residential care. She also said those placements raise transportation and in-school support demands on the school division.
The CPMT will continue reviewing cases and making approvals within the budget as long as possible; because many costs are state-mandated, Ammons said CPMT may request additional county funding later in FY24. The board requested quarterly updates on CSA funding status.
