Grant County commissioners approve multiple purchase orders, surplus resolutions and personnel designations

The Grant County Board of Commissioners met Feb. 17, 2026, at the Grant County Courthouse in Medford and approved a series of purchase orders, resolutions and personnel changes, including payment of Med Ops invoices following legal guidance and the surplus and disposal of county computer equipment. The meeting began at 9:00 a.m. with a confirmed quorum.
County Clerk Rachelle D. McCaleb told commissioners that the Assistant District Attorney had informed the county that "if Med Ops agreements have been approved by the City and by the Board, then it is ok to proceed with payments of purchase orders." Following that guidance, the board voted to approve payment of Med Ops purchase orders.
In a vendor report, Mike O'Brien of Farmer's Grain said county road districts had previously received a 5-cent per-gallon discount and "as of last week, they are now receiving a seven cent discount on all products," which he said would yield about $2,800 in annual savings for the county. Commissioners did not delay action on vendor-recommended procurements after the report.
The board approved multiple routine financial actions by voice vote, including a transfer of appropriations, approval of blanket purchase orders, and the day's purchase orders and travel claims. The minutes list vendors and amounts across departments, with examples including Med Ops Staffing LLC, Bound Tree, Irwin Trailer ($42,200 listed under Highway), Slater Mechanical and multiple utility and supply vendors.
On formal resolutions, the board approved Resolution 2026-09 declaring a 2001 Chevrolet C3500 (serial ending in 82453) surplus for District 3 and Resolution 2026-10 to publish Grant County's 2025 annual salaries. Commissioners also approved Resolution 2026-12 (surplus) and Resolution 2026-13 (disposal) for an Intel desktop computer in Emergency Management.
The board approved a Slater Mechanical proposal for repairs to Jail Cell #2 at a cost of $1,185 and authorized payment related to an ODOT Grant County road project (J/P NO: 31809(12)) for right-of-way in District 2. The board acknowledged the OSU Extension stakeholders report for January 2026 and approved a proclamation recognizing April 2026 as Child Abuse Prevention Month for the Care Campus.
Personnel actions included revoking Anita Hull as requisitioning officer in the Assessor's Office and designating Devon Compton in that role. The board tabled discussion about courthouse signs/decals tied to a new firearms policy and took no action on items related to OPEH&W open enrollment planning, a proposed resolution about protesting and recording meetings, or county-provided CDL training for employees.
On minutes approval, Keith McClure moved to approve the Feb. 9 minutes; Craig A. Fredrick seconded. Chair Steve Stinson abstained, and the motion carried with two votes in favor.
Commissioners provided routine district reports: McClure (District 1) noted grading and hauling, Fredrick (District 2) reported a grader in for repairs and completion of a CED grant project that included placing millings in school parking lots, and Stinson (District 3) reported hauling rock from a new quarry and upcoming attendance at a regional CED8 meeting.
Chair Stinson reminded county officials that candidates must file for office April 1–3, 2026 — the same dates as the ACCO Spring Conference. Commissioner Craig A. Fredrick moved to adjourn at 11:04 a.m.; Keith McClure seconded and the meeting adjourned.
