Brooke County Commission approves ARPA draws, grant amendment and hazard-mitigation resolution

BROOKE COUNTY, W.Va. — The Brooke County Commission on Sept. 3 approved a series of routine fiscal and contract items, including two ARPA disbursements and a grant amendment, and directed an Attorney General guideline on opioid-fund spending to the county prosecutor for review.
Commissioner Thomas R. Diserio moved to approve the minutes from Aug. 27, 2024; Commissioner Andrew J. Thomas seconded and the motion was recorded as unanimously passed. The record also notes that Commissioner Andrew J. Thomas abstained from a vote concerning fiduciary matters presented by the clerk; the minutes do not specify which individual item the abstention applied to.
The Commission unanimously approved a Contract Assumption/Transfer Response Form transferring a contract from Equitable Financial Life Insurance Company to Equitable Financial Life Insurance Company of America and adopted a Governmental 457(b) plan agreement with Equitable. It also approved an agreement with Rose Pest Control for the Judicial Center at $170.00 per month "as needed." All of those actions were moved by Commissioner Diserio and seconded by Commissioner Thomas and recorded as passed.
The body approved two BHJ ARPA draw payments listed as BCPSD Phase IIC: Project #10 Draw #12 for $20,082.20 and Project #6 Draw #5 for $50,065.95, a combined total of $70,148.15. The Commission also approved an amendment to the West Virginia Spay/Neuter Assistance Program grant increasing the award by $5,000 with no county match required.
The Commission approved a resolution to participate in the Region XI Planning & Development Council Hazard Mitigation Plan for fiscal year 2025. President Andrew J. Thomas noted that when the plan began several years ago Brooke and Hancock counties contributed funding, that FEMA has since provided assistance, and that any outstanding county balance should be used by BHJ toward a new commodity study.
Minutes from BCPSD dated July 10, July 22 and July 24, 2024 were received and ordered filed; the minutes use the acronym "BCPSD" without spelling out the full entity name. The clerk recorded approval of invoices and vouchers and directed that a series of checks be written across funds, including payroll withholding checks and disbursements from general, E911, ambulance, shelter levy, valuation and judicial annex funds as listed in the minutes.
