Charlotte County Electoral Board votes to record meetings, schedules performance review and certifies closed-session compliance

The Charlotte County Electoral Board voted July 1 to record future board meetings and preserve the recordings in accordance with Commonwealth record retention policy, the board minutes show.
The action came after Chair Glenwood Foster said he wanted meetings recorded and Mr. Goode stated he had the capability to make recordings. Vice-Chair Lawrence Clark raised how the recordings would be handled and referenced the Commonwealth's record retention requirements. The motion, moved by Foster and seconded by Clark, passed unanimously.
The board also reviewed Old Business items. The minutes record that the new electronic poll books are still "in the certification process" and that the Registrar informed the board the new budget is included in the Board Book. Several issues that occurred during the June 23 election were discussed with participation from members of the public.
The board agreed to meet on July 23, 2020, at 3:00 p.m. to complete the Registrar’s annual performance rating. The board further decided to call a meeting including the Registrar’s Office and the chairs of the Charlotte County Republican and Democratic Parties to seek consensus on implementing Code of Virginia Section 24.2-115; Secretary Robert Bradner will coordinate the date and time.
Secretary Bradner moved that the board enter closed session pursuant to Va. Code 2.1-3711 to discuss personnel matters; Vice-Chair Clark seconded and the motion carried. After returning to open session, the board adopted a certification resolution under Va. Code 2.1-3712 that the closed meeting was conducted in conformity with Virginia law. A roll-call certification vote was recorded: Glenwood Foster — Aye; Lawrence Clark — Aye; Robert Bradner — Aye.
On motion of Secretary Bradner, seconded by Vice-Chair Clark, the meeting was adjourned without dissent.
