On Feb. 10, 2026, the Kossuth County Board of Supervisors unanimously voted to recommend that the Iowa Department of Natural Resources approve a construction permit application from Summit Pork 1, LLP for the Plum Creek 36 Site in Plum Creek Township.
The board opened a public hearing, took no public comments in person or in writing, and moved to close the hearing. Master Matrix Delegate Corey Petersen told the board he scored the revised Master Matrix identically to the applicant; the board recorded that the site scored 440 points. Supervisor Amber Garman moved to transmit the county's recommendation to the DNR by Resolution No. 02-10-26-01; Supervisor Josh Waechter seconded the motion, and the vote was unanimous.
The resolution records that the board adopted the Master Matrix to provide local input on confinement feeding operation permit applications and that Kossuth County Auditor Tammy Eden will send notice of the board's adopted recommendation to the Iowa Department of Natural Resources. The board did not record any public opposition or written comments at the meeting.
Because county recommendations on confinement-feeding permits are advisory, the Iowa DNR will make the final permit decision after reviewing the application and the record. The board's action transmits its formal recommendation and the adopted Master Matrix score to the state agency.
