Town Manager and interim Community Development Director Miranda Fisher told the council that staff had reviewed the property’s history and the Notice of Decision (NOD). Fisher said that while staff originally understood the NOD to require rezoning, a 2017 amendment to the Town Code (Ordinance 2017-8423) changed allowable uses in R-1 zoning to include RV parks, meaning the applicant did not need to rezone before applying for the use permit.
