Bay Minette council approves $939,801.83 in payables, adopts three resolutions

The City Council of the City of Bay Minette met at 6:00 p.m. on Feb. 6, 2023, at City Hall and approved payables totaling $939,801.83 and three resolutions.
Mayor Robert A. Wills called the meeting to order. Councilmember William Taylor gave the invocation, and Mayor Pro Tempore Mike Phillips led the Pledge of Allegiance. The council approved the consent agenda, which included the minutes of the Jan. 17, 2023, meeting, after a motion by Councilmember William Taylor and a second by Councilmember Shannon Clemmons; the motion carried unanimously.
Mayor Wills asked for and received approval of the payables for Feb. 6, 2023, in the amount of $939,801.83. Mayor Pro Tempore Mike Phillips moved to approve the payables; Councilmember Matt Franklin seconded and the motion carried unanimously.
The council then voted unanimously to adopt three resolutions. Resolution 0223-01 approves participation in the South Alabama Mutual Assistance Agreement; Mayor Pro Tempore Mike Phillips moved its approval and Councilmember Shannon Clemmons seconded. Resolution 0223-02, an amendment to the citys list of depositories, was moved by Councilmember Matt Franklin, seconded by Mayor Pro Tempore Mike Phillips, and approved. Resolution 0123-03 approves site dedication and limitation-of-use agreements for Vincent Ulmer Park and John C. White Park; Councilmember William Taylor moved its approval and Councilmember Shannon Clemmons seconded.
During the councils public comment period, Mayor Wills recognized Tamara/Tamera French, who had signed in to speak. Ms. French addressed the council concerning the death of Otis French Jr. The minutes note her appearance but do not record a verbatim statement.
Mayor Pro Tempore Mike Phillips moved to adjourn; Councilmember Shannon Clemmons seconded and the meeting was adjourned.
The city clerk attested the minutes on Feb. 6, 2023.
