Camp Verde council adopts fee schedule, awards sports-complex electrical contracts and approves criminal-record checks ordinance

The Camp Verde Town Council met May 21 and approved a package of administrative and capital actions, including adoption of the town’s consolidated 2025–26 fee schedule, two electrical contracts for upgrades at the Sports Complex, a policy to permit criminal-record checks for prospective town employees and volunteers, and support for pursuing a $50,000 National Fitness Campaign grant that requires local matching funds.
The council unanimously approved Resolution 2025-1177 to adopt the consolidated fee schedule for town services, permits and facility use, which will take effect July 1, 2025. Town Manager Miranda Fisher and Town Attorney Trish Stuhan answered council questions during the item. Fisher told the council that staff had completed the action items from an earlier developer feedback session.
The council also awarded two contract invoices to Connolly Electric for electrical work at the Sports Complex. The irrigation electrical improvements contract was awarded for $76,700 to provide electrical service for new irrigation pumps and the pump building; the lift station electrical improvements contract was awarded for $45,400 to install conduit and wiring within the lift-station footprint. CIP Manager Martin Smith presented both projects; each award passed on a 5–0 roll-call vote (Councilmember Jessie Murdock was absent).
Council adopted Resolution 2025-1183, revising the Planning Fee Refund, Waiver and Reduction Policy. Town Manager Fisher said the revised policy establishes tighter eligibility criteria, requires council review and approval of refund or waiver requests, and sets specific timeframes for submission.
The council approved Resolution 2025-1180 to support the town’s participation in the National Fitness Campaign. The program would provide a $50,000 grant toward an outdoor fitness court, but Fisher said the town must secure matching funds of approximately $120,000 to $150,000 by July 9, 2025 to accept the award. Staff are exploring funding options.
The council adopted Ordinance 2025-A504 to establish a policy authorizing criminal-record checks for prospective town employees and volunteers. Town Attorney Trish Stuhan and Town Manager Fisher explained the ordinance replaces prior practice that did not authorize background checks for volunteers in the same capacity as employees.
Consent-agenda items approved at the start of the meeting included approval of May 7, 2025 minutes; scheduling of several upcoming meetings; designation of Finance Director Michael Showers as the town’s Chief Fiscal Officer for filing the Annual Expenditure Limitation Report; the Town of Camp Verde Public Safety Personnel Retirement System Pension Funding Policy; and two sanitary-district levy items for FY26: a special assessment levy of $222,057 for the Camp Verde Sanitary District’s WIFA note 910175 and a debt-levy certification to Yavapai County for $609,375. The consent agenda passed on a 5–0 roll-call vote.
Town Clerk Leah Rhodes administered the oath of office to newly hired town employees, and Library Specialists Zack Garcia and Carson Ralston announced that the Camp Verde Community Library received a Smithsonian Institution Spark! Places of Innovation grant; the exhibit will be displayed June 14–July 26, 2025.
All votes recorded during the meeting were roll-call votes. There were no public comments during Call to the Public. Mayor Marie Moore adjourned the meeting at 7:18 p.m.; Town Clerk Leah Rhodes certified the minutes.
