Camp Verde council awards $254,509 culvert contract, approves water-easement and two commission appointments

At a May 28 special session, the Camp Verde Mayor and Council voted unanimously to award a $254,509.48 contract for culvert materials to Pacific Corrugated Pipe Company for the Dickinson Circle Drainage Improvements Project, approved Resolution 2025-1182 to accept easements for the Sycamore Villas 12-inch water main extension, and appointed two residents to advisory commissions.

CIP Project Manager Martin Smith told the Council the culvert materials are intended to convey water from the outlet beneath the box culvert on the east side of Highway 260 to Grief Hill Wash. Council Member Robin Godwin moved to award the culvert-materials bid to Pacific Corrugated Pipe Company, and Vice Mayor Wendy Escoffier seconded. The motion carried on a 6-0 roll call vote (Mayor Marie Moore and all councilors voting aye).

Utilities Director Jeff Low described Resolution 2025-1182, which accepts a permanent public water utility easement and a temporary construction easement for parcels 403-23-430B and 403-23-425B in Verde Ranch Estates. Low said the 12-inch water main will create a looped system from Homestead Parkway through Sycamore Villas and Verde LLC to Monarch Lane to improve system reliability and enhance fire protection; the Town will cost-share the project with Verde Ranch Estates. Council Member Robin Godwin moved to approve the resolution, Councilor Robert Foreman seconded, and the Council approved it 6-0.

The Council also filled two advisory positions. Town Manager Miranda Fisher reported an interview committee unanimously recommended Monte Pierce to the Planning and Zoning Commission for a term ending Jan. 1, 2027; Mr. Pierce said he "looked forward to working on the Commission." Councilor Robert Foreman moved to appoint Pierce and Council Member Godwin seconded; the appointment passed 6-0. The interview committee similarly recommended Victoria O'Malley to the Parks and Recreation Commission for a term ending Jan. 1, 2026; Ms. O'Malley said she "appreciated the opportunity to serve." Councilor Foreman moved to appoint O'Malley, Vice Mayor Escoffier seconded, and the motion carried 6-0.

The meeting record shows each of the listed motions was approved by roll call vote with all members present voting aye. The Council later convened an executive session under A.R.S. § 38-431.03(A)(1) to discuss the Town Manager's annual performance evaluation; on reconvening Mayor Moore said direction was given to Town Manager Miranda Fisher regarding her goals for the next six months. The special session adjourned at 7:07 p.m.
