County manager reports Friendship Road paving completed; Caselle payment portal to go live Dec. 1

At the Nov. 24, 2025 monthly work session, Vice-Chairman Timothy Biddle presided and County Manager Thomas Weaver provided multiple operations updates and items for the Dec. 2 regular meeting agenda.
Weaver reported Public Works has completed paving on Friendship Road and crews are waiting on striping and material samples; Two Rivers is slated to perform striping for Liberty Hill and Riverbend roads. He said City Hall demolition is complete and interior work is progressing, and the water department repaired three small leaks and completed work on well #4; sample results are pending before the system is returned to full service. Weaver announced the county’s new Caselle payment portal will replace Xpressbill Pay and is scheduled to go live Dec. 1; the portal will allow credit-card payments at the recycle center.
Commissioners discussed items to place on the Dec. 2 agenda: choosing among three proposed 2026 commission-work-session times, approving the 2026 employee holiday calendar, reappointing Thomas Weaver to the Two Rivers board (to be considered on Dec. 2), and formally adopting an ACCG retirement resolution that had been preliminarily approved in September. The work session included an executive session on land issues; the board reconvened and Vice-Chairman Biddle said no votes were taken during the closed portion of the meeting.
The work session adjourned at 9:42 a.m. on Nov. 24, 2025. Items that were placed on the upcoming regular meeting agenda require formal votes at that meeting; the work session record does not show final decisions on calendar options or the Two Rivers reappointment.
