Camp Verde council approves facilities master plan contract and awards Dickison Circle waterline relocation bid

The Camp Verde Council approved several procurement and contract actions on May 7, including hiring Matrix Design Group, Inc. to develop a Facilities Master Plan for an amount not to exceed $150,000 and awarding Bid No. 25‑206 (Dickison Circle Waterline Relocation Project) to Ligon Excavation for $291,389.76.
Cameron Bowski, project manager with Matrix Design Group, introduced himself and confirmed the firm is prepared to begin work. CIP Project Manager Martin Smith told the Council the Dickison Circle water line had become exposed by erosion following an Arizona Department of Transportation box culvert installation in 2017; staff recommended Ligon Excavation based on the competitive bid process.
Also on the consent agenda, Council approved the purchase of three Ford Explorer patrol units from Enterprise (not to exceed $180,000 from the FY26 CIP budget) and authorized issuance of RFP #2025‑208 for auditor services. Each procurement received staff presentations and cleared on roll call votes of 6–0.
The approvals advance scheduled capital projects and public‑safety fleet replacements; project managers will coordinate implementation with the Town Engineer and Finance Department.
