Commissioners Timothy Biddle and Damon Hoyte opposed the change; Chairman Charles Coffey cast the tie‑breaking vote in favor, so the motion carried. County Attorney Bin Minter advised the commission that the short‑term approach is a resolution recorded in the minutes; a longer‑term fix would be to amend the zoning ordinance.
