Cusseta–Chattahoochee County awards Friendship Road resurfacing contract to Oxford Construction

The Unified Government of Cusseta–Chattahoochee County approved an award to Oxford Construction for Friendship Road resurfacing after staff and SOWEGA Engineering reviewed sealed bids.
Bids were opened July 22, 2025. SOWEGA’s bid tabulation (submitted to the board and included in the meeting record) showed two responsive proposals: Oxford Construction ($358,750) and Robinson Paving ($389,118.85). SOWEGA engineer J. Paul Rakel reported the bids had been checked for completeness and compliance and recommended Oxford as the low responsive bidder.
At the Aug. 5 meeting, Commissioner Damon Hoyte moved to award the contract to Oxford Construction and Commissioner Timothy Biddle seconded the motion; the board voted unanimously to approve the award. The county identified the project as a 2025 LMIG (Local Maintenance and Improvement Grant) resurfacing project and will proceed with contract administration according to state LMIG procedures.
The formal bid tabulation and recommendation are part of the public record. County staff said the award will allow the county to schedule work once contract documents are finalized and funding is confirmed under the LMIG program.
Commissioners asked staff to confirm any federal or state prequalification requirements and to return with contract documents and a construction schedule at a future meeting.
