Pottawattamie County authorizes $6 million in notes for public‑safety communications; levy schedule adopted

Pottawattamie County moved forward with a financings package to support public‑safety communications equipment, including towers, microwave systems and consoles. On Feb. 3 the board set a Feb. 24 public hearing on authorization of a loan agreement and issuance of not‑to‑exceed $6,000,000 General Obligation Capital Loan Notes; the published notice estimated an illustrative annual property‑tax increase of no more than $8.06 for a residential property with $100,000 actual value as a financing‑authority estimate.
Following the hearing on Feb. 24, the board adopted resolutions instituting proceedings (Resolution No. 18‑2026) and then authorized issuance of the Notes (Resolution No. 15‑2026). The board levied a multi‑year tax schedule to pay principal and interest; the minutes record roll‑call approval with Supervisors Shea, Miller and Jones voting aye, Supervisor Wichman voting nay, and Supervisor Jorgensen absent for the final action. County staff were authorized to negotiate the loan‑agreement terms, prepare sale materials and proceed with the financing process.
County officials said the notes will fund acquisition, construction and installation of peace‑officer and other emergency‑services communications equipment, including new towers and related electronics. The resolutions declare official intent under federal tax rules and permit series issuance as market and legal conditions allow.
