The Pottawattamie County Board of Supervisors on Jan. 2 approved a set of resolutions expanding the County Engineer’s authority over secondary roads and contract acceptance, and later this winter authorized an intergovernmental right‑of‑way maintenance agreement with the City of Council Bluffs. On Feb. 3 the board accepted the low bid from Western Engineering Company, Inc. and awarded the HMA resurfacing contract for Tamarack Road (FM‑C078(213)) in the amount of $4,848,233.33.
Resolution No. 05‑2026 authorizes the County Engineer to temporarily close sections of county secondary roads for construction, maintenance, reconstruction or natural disasters, to erect road‑closed signage and barricades, and to require detour routes for closures exceeding 48 hours in accordance with Iowa Code. Resolution No. 06‑2026 authorized the engineer to administer and manage secondary‑roads contracts and to execute certificates of completion and final acceptance for Farm‑to‑Market and federally funded work. Resolution No. 07‑2026 designated the engineer and identified secondary‑roads staff authorized to sign special permits for movement of oversized or overweight vehicles under state statute.
On Jan. 13 the board approved Resolution No. 11‑2026, a detailed right‑of‑way maintenance agreement with the City of Council Bluffs that assigns snow and ice removal and surface maintenance responsibilities for multiple joint‑jurisdiction road segments near the city limits.
The Tamarack Road resurfacing award was made after competitive bidding. The contract award resolution names County Engineer Andy Wicks to execute contract documents after the contractor submits required bonds and insurance. The board recorded roll‑call votes for the resolutions and contract award as shown in the minutes.
