Fulton County commissioners reaffirm public defender hours, approve festival lease and contracts

Fulton County commissioners met Feb. 17, 2026, at the Commissioners’ Office and took a series of routine and project-related actions, including reaffirming the public defender’s weekly hours and approving contracts and purchases tied to county programs and events.
Commissioner Randy H. Bunch, chairman, called the meeting to order. After opening formalities, the board unanimously approved the Feb. 10, 2026, minutes on a motion by Commissioner Steven L. Wible, vice-chairman. The board also approved payroll dated Feb. 20, 2026, and accounts payable dated Feb. 17, 2026; Chief Clerk Stacey M. Shives presented a fund-level breakdown showing $115,002.69 in total payables, including $87,536.62 from the General Fund.
The commissioners met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to the Indigent Defense Grant. Commissioner Hervey P. Hann moved to reaffirm that the Public Defender’s salary will reflect a 40-hour workweek effective Jan. 1, 2026; the motion carried with all commissioners voting in favor. The action codifies the board’s position on the office’s hours and payroll treatment going forward.
The board approved a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism for the county’s Strawberry Festival, scheduled for June 11–13, 2026. Commissioner Hann moved the lease approval; the motion passed unanimously.
On community development work, the commissioners authorized a contract with CES Engineering, LLC, for engineering services at the Warfordsburg Senior Center CDBG (Community Development Block Grant) project not to exceed $15,000. Commissioner Hann moved the contract authorization; the board approved it unanimously. Separately, Commissioner Randy H. Bunch retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions form, also approved unanimously.
The board approved a procurement request from Domestic Relations Director Tina Gress to purchase new office furniture from W.B. Mason for the Domestic Relations Department. Commissioner Bunch moved to fund the $6,467.15 purchase from the Title IV-D Incentive Account; the motion passed unanimously.
Commissioner Wible moved to approve an invoice from Wessel & Company for chief financial officer services covering January 2026 in the amount of $4,340.00; the board approved the invoice. The commissioners also voted to table a proposed contract with Pressley Ridge for services for children until staff provides additional information.
Procedurally, the board entered executive session twice—first for personnel matters at 8:33 a.m. (exiting at 8:59 a.m.) and later for legal matters at 9:22 a.m. (exiting at 10:21 a.m.). The meeting adjourned at 11:22 a.m.
Actions taken at the meeting were recorded as unanimous where the minutes state “all in favor.” Where specified, funding sources and dollar amounts were recorded in the minutes.
