Kingfisher County commissioners approve Ovintiv right-of-way, declare multiple vehicles and equipment surplus

Chairman Mike Sparks presided over the Kingfisher County Board of County Commissioners’ regular meeting on Feb. 2, 2026, which began at 9:00 a.m. and adjourned at 9:10 a.m. The board unanimously approved a road right-of-way for Ovintiv and declared multiple items surplus for the health department and District 2.
The board approved a motion by Commissioner Anthony Schwarz, seconded by Commissioner Jeff Moss, to grant a road right-of-way for "Ovintiv 1," described in the record as starting and ending in NE Sec. 36-15-9. The motion passed with Commissioners Jeff Moss, Mike Sparks and Anthony Schwarz voting yes.
Commissioner Jeff Moss moved and Commissioner Anthony Schwarz seconded Resolution No. 24, declaring the Health Department's Savin MPC 4504 printer (ID# SI-213-02A, Serial# G716M560178) surplus; the minutes list a value of $7,242.00. The board then approved Resolution No. 25, declaring multiple District 2 vehicles and pieces of equipment surplus; the minutes itemize equipment and values including a 1995 International truck (ID# 302-0051, Serial# 1HSHGAER6SH628846) listed at $51,046.00 and a 2010 John Deere grader (ID# 307-0032, Serial# 1DW772GPPA0631380) listed at $162,000.00. All surplus declarations passed unanimously.
The board also approved the 2025 Annual Salaries Publication after a motion by Commissioner Anthony Schwarz, seconded by Commissioner Jeff Moss. The commission approved routine items — the Jan. 27, 2026 minutes; the meeting agenda; purchase orders; warrants; and payroll for Feb. 2, 2026 covering fiscal years 2024-25 and 2025-26 — by a motion of Commissioner Anthony Schwarz, seconded by Chairman Mike Sparks. The minutes include a detailed list of claims and vendors (see county clerk for full claims list), including transactions recorded in SEG 002 such as payments to Ranger Ron ($39,741.24) and Schwarz Oil ($13,844.79).
County Clerk Emily Lee recorded that there were no public comments. Commissioners noted that the assessor, treasurer and county clerk offices will attend the CODA Conference in Norman later that week. The board adjourned at 9:10 a.m. after a unanimous motion to do so.
