Kingfisher County commissioners approve bridge bid, Magnolia Estates plat and interlocal agreement

At the Nov. 24 meeting the board unanimously approved awarding a District 1 bridge bid to Railroad Yard for $78,500, approved the Magnolia Estates Phase II final plat, an interlocal agreement and property acceptance with the Town of Hennessey, and a right-of-way for Ovintiv; routine claims and payroll were also approved.
Kingfisher County commissioners convened Nov. 24 and unanimously approved a set of routine administrative and infrastructure actions, including awarding a bridge construction bid, approving a subdivision final plat and authorizing an interlocal agreement with the Town of Hennessey.
The board voted 3-0 to award the District 1 Bridge CN233 contract to Railroad Yard as the lowest responsive bidder at $78,500.00 after tabulating bids that included Haskell Lemon at $298,594.00 and Horn & Son Construction at $95,000.00. Commissioner Jeff Moss moved the award and Commissioner Anthony Schwarz seconded; Commissioners Moss, Mike Sparks and Schwarz voted yes.
The commissioners also approved the Magnolia Estates Phase II final plat in District 1 by the same unanimous vote. Commissioner Moss moved the plat approval and Schwarz seconded.
Separately, the board approved an interlocal agreement with the Town of Hennessey; the motion was made by Commissioner Mike Sparks and seconded by Moss, and passed unanimously. The board adopted Resolution No. 20 accepting property in Section 24-19-7 from the Town of Hennessey; that motion passed with the same 3-0 tally.
The board approved a right-of-way for Ovintiv 1 that begins in NE Sec. 13-17-10 and ends in SW Sec. 21-17-9 for a 16-inch layflat distribution line. Commissioner Schwarz moved the right-of-way approval and Sparks seconded; the motion passed Moss-Yes, Sparks-Yes, Schwarz-Yes.
In addition to these agenda items, commissioners approved purchase orders, warrants and payroll for Nov. 24, 2025 covering fiscal years 2024–25 and 2025–26. The minutes list numerous line-item payments across county funds, including highway vendors, health and jail sales-tax expenditures, and REAP and museum disbursements; the meeting record shows the board voted to approve these claims.
The meeting opened at 9:00 a.m. with Chairman Anthony Schwarz presiding, and adjourned at 9:10 a.m. after a brief announcement that county offices would be closed Thursday and Friday for the Thanksgiving holiday.
