The council approved the payables list for May 15, 2023, totaling $963,929.63 after Mayor Pro Tempore Mike Phillips moved for approval and Councilmember William Taylor seconded. The motion carried unanimously among members present (Mayor Robert A. Wills; Councilmembers Pete Sellers, Mike Phillips, Matt Franklin and William Taylor; Councilmember Shannon Clemmons was absent).
The council then adopted Resolution 0623-01, authorizing the mayor to execute a reciprocal agreement with Baldwin County to exchange tax records and information. Councilmember Matt Franklin moved the measure and Councilmember William Taylor seconded; it passed unanimously.

Resolution 0623-03 grants a rental-fee waiver for Blackburn Park to support the First Methodist Church’s Firefly Concert Series; Mayor Pro Tempore Mike Phillips moved the resolution and Councilmember Pete Sellers seconded. Resolution 0623-04 waives rental fees for four annual events held at the Douglasville School of Arts and Recreation Pavilion — the Juneteenth Celebration, Back to School Bash, Christmas on the Circle and the Mutual Aid Association annual meeting — following a motion from Councilmember William Taylor and a second from Councilmember Matt Franklin. Both resolutions passed unanimously.
During the Council/Citizens Comments portion of the meeting, guest Kevin Koestler addressed the council concerning allowing recreational vehicles (RVs) to be located inside Koestler Mobile Home Parks. The minutes record the comment but do not record a council response or any formal direction to staff.
Councilmember Matt Franklin moved to adjourn the meeting; Councilmember Pete Sellers seconded and the motion carried unanimously. The minutes were attested by Mayor Robert A. “Bob” Wills and City Clerk Rita Diedtrich.
