Burke County accepts DOT allocation, approves airport policies and rates; county to fund match through TSPLOST

Burke County commissioners on Aug. 13, 2024, approved a package of airport actions including new rates and charges, two new airport policies, and acceptance of a tentative state funding allocation for terminal and fencing projects.
Amanda Hill of MaesAwyr presented the Airport Rates and Charges, which the Board approved to take effect immediately by unanimous vote after a motion from Commissioner Evans Martin and a second from Commissioner Q. U. “Art” Lively. The Board also approved a Thru‑The‑Fence access policy (motion by Commissioner R. Tommy Nix) and an Airport Nonaeronautical Land Lease policy (motion by Commissioner Q. U. “Art” Lively); Ms. Hill said the lease guidance follows FAA recommendations for nonaeronautical users.
Ms. Hill informed the Board that Burke County had been awarded $1,125,000 in state funding and $750,000 in terminal-building funding from DOT for terminal and fencing projects. County Manager Merv Waldrop said the county’s required matching share is approximately $1,025,000 and indicated those funds can be provided through the county’s TSPLOST (Special Purpose Local Option Sales Tax). The Board unanimously authorized Chair Terri Lodge Kelly to sign the DOT Tentative Allocation letter.
CFO Michael Wiseman later confirmed that the airport match will be represented in the FY25 budget and funded through TSPLOST. Airport Director Louis Foss provided a construction update and said planned work is proceeding per schedule.
What happens next: the DOT allocation acceptance and signature advance grant and procurement steps; the Board will reflect the match in the FY25 budget and staff will proceed with project procurement as authorized.
