Fulton County signs off on IT contracts, service plan and multiple administrative approvals

Fulton County commissioners on Dec. 9 approved a package of administrative and vendor items including IT contract addenda, a TelePlus maintenance plan, several reappointments, retirement-fund invoices and bank-authority changes.
Nelson Witmer, president/CEO of Elect IT Solutions, presented Contract Addenda A (IT staffing and support services), B (managed backup services) and C (IT/cyber security awareness & phishing simulations). Commissioner Hervey P. Hann moved to approve the three addenda; the motion was recorded as carried with “All in favor.”
Commissioners also approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance Coverage Plan) for $14,040.56, effective Jan. 1–Dec. 31, 2026. The board approved two invoices from Conrad Siegel Inc. — $5,700 for actuarial services (July–Dec. 2025) to be paid from the Charles Schwab pension account, and $3,844.25 for investment advisory services (July 1–Sept. 30, 2025) to be paid from plan assets. The minutes note a Retirement Board meeting at 9:15 a.m. with David Lytle participating via Zoom.
On personnel and governance, the board approved Planning Commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman (four-year terms expiring Dec. 31, 2029) and approved a Conservation District Director reappointment for Russell McLucas (four-year term to Dec. 31, 2029). Commissioners also approved execution of Community State Bank documents to add/remove authorized check signers in relation to a Treasurer's Office transition and authorized changes to Treasurer operations as proposed by Interim County Treasurer Amy Bishop.
