Camp Verde council adopts zoning amendment to comply with state timeline law

The Camp Verde Town Council unanimously approved Ordinance 2024-A498 on Feb. 5, adopting a text amendment to the town zoning ordinance to implement SB1162, the 2024 state law that sets deadlines for residential zoning reviews.
Planner I Cliff Bryson told the council the state law requires municipalities to determine whether a residential zoning application is administratively complete within 30 days of receipt, to determine completeness for resubmitted applications within 15 days, and to approve or deny an application that is complete within 180 days. Bryson said the statute allows limited extensions when necessary and that the town’s amendment applies to Residential Zoning Map Changes. He said the local adoption had been required by January 2025 but came before the council later because of limited staff resources and other priorities.
On a motion by Councilor Robin Godwin, seconded by Councilor Jessie Murdock, the council approved the ordinance with a clerical correction to the fifth Whereas clause on page 63 to change the wording to "fifteen days." The roll-call vote was 7-0: Councilor Brian Bolton, Councilor Wendy Escoffier, Councilor Robert Foreman, Councilor Robin Godwin, Councilor Jessie Murdock, Vice Mayor Marie Moore and Mayor Dee Jenkins voted aye. The ordinance was presented to the council separately from the town’s comprehensive zoning code update. The meeting record does not specify the ordinance's effective date.
The council also approved its consent agenda earlier in the meeting, on a motion by Councilor Robin Godwin and seconded by Councilor Robert Foreman; that motion excluded agenda item 4.a.3 (Executive Session minutes) and passed by a 7-0 roll-call vote.
Town Manager Miranda Fisher provided a brief status update on the FY25–30 Strategic Plan Year One Action Plan, and Town Clerk Leah Rhodes administered the oath of office to newly hired town employees. Mayor Dee Jenkins adjourned the meeting at 7:06 p.m.
