Planning Commission recommends rezoning parcel north of Dairy Glen to single-family

The Enoch City Planning Commission voted on Feb. 10 to send a favorable recommendation to City Council to rezone parcel A-0979-0000-0000 from Community Commercial (C-C) to R-1-11 Single-Family Residential.
Mark Wilcock, representing the applicant, said the parcel would likely be developed as an extension of his Dairy Glen subdivision or as a similar new phase. "We were hoping to obtain a zone change for the property," Wilcock said, explaining the team had considered commercial uses but concluded residential development was more appropriate.
During public comment, Doug Grimshaw, a land surveyor with 37 years of experience, raised a potential boundary issue: he told the commission the parcel likely does not directly abut Minersville Highway because a narrow strip of land separates it from the highway right-of-way and that a detailed survey, not the annexation map shown, would be required to verify legal access.
City staff and commissioners clarified that any rezoning approval would be followed by a full subdivision review, during which ingress and egress, frontage, lot sizes and other requirements would be checked. Hayden White, Public Works Director, and City Manager Ryan Robinson emphasized that subdivision review would address whether proposed roads (5190 North and a master-planned 5200/5600 North) meet spacing and connectivity rules.
Commissioner David Hoopes moved to recommend approval; Commissioner Bryce Poulson seconded and "all voted in favor," according to the meeting record. The recommendation will be forwarded to City Council for final action.
