Fulton County hires law firm to review Prothonotary's Office; commissioners conduct interviews

The Fulton County Board of Commissioners voted Feb. 3, 2026 to retain Kulla, Barkdoll & Stewart, P.C. (KB&S) to perform a legal and consulting review of the county Prothonotary's Office.
Commissioner Hervey P. Hann moved to approve and execute an engagement letter with KB&S "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office." The motion was recorded as approved "All in favor." Minutes note that separate minutes are on file for a tax appeal hearing held that morning; Commissioner Steven L. Wible abstained from that tax appeal hearing because of a conflict of interest.
Later in the day, following an executive session for personnel matters, the commissioners resumed the meeting and, together with HR Administrator Mary Huston and Chief Clerk Stacey M. Shives, conducted interviews for the Prothonotary's Office. The minutes record the interviews but do not identify candidates or include interview outcomes; separate personnel minutes are noted as existing.
The board also recorded appointment-related action tied to medical leave: Commissioner Randy H. Bunch moved to appoint Commissioner Steven L. Wible to perform committee duties assigned to him during an upcoming medical leave, effective when the leave begins. That motion was approved "All in favor."
