Nelson County approves clerk funding agreement, appoints Ivan Berg to Planning & Zoning; approves tax abatements

The Nelson County Commission on Feb. 20, 2024 approved a funding agreement to reimburse clerk services for the 2025–2027 biennium, appointed Ivan Berg to fill a vacant seat on the county Planning & Zoning board, authorized advertising for culvert and gravel bids to be opened April 2, and approved five tax abatements. Two items — a new county website agreement and a Law Enforcement Center joint powers agreement — were tabled for more information.
The actions were taken during the regular 8:30 a.m. meeting, which Chairman Cody Johnson opened with a roll call confirming Commissioners Aaron Mork, Mike Haugland, Cameron Swenson and Steve Forde were present. After approving minutes from Feb. 6 and Feb. 12 and amending the agenda, the board moved through department reports and votes on several routine but substantive items.
On the clerk funding agreement, the board discussed a proposal to enter into a funding agreement that would reimburse the county for providing clerk services during the 2025–2027 biennium. Commissioner Steve Forde moved to enter the agreement; Commissioner Cameron Swenson seconded. On a roll call vote, all members voted “Yes” and the motion carried.
The commission then considered an interest letter from Ivan Berg for the vacant Planning & Zoning board position. Commissioner Aaron Mork moved to appoint Berg; Commissioner Mike Haugland seconded. The appointment was approved unanimously.
Highway Superintendent Curt Loe joined the meeting to discuss Road & Bridge business. The board voted to advertise for culvert and gravel bids to be opened at the regular County Commission meeting on April 2. Commissioner Cameron Swenson made the motion and Commissioner Aaron Mork seconded; the motion passed on a roll call vote.
Tax Director Michelle Linstad presented tax-director business and submitted abatement requests. The commission voted to approve abatements for the following parcels: 06-0000-01384-302, 15-0001-23453-000, 15-0009-24754-000, 18-0001-35302-000 and 27-0001-67841-000. Commissioner Aaron Mork moved to approve the abatements and Commissioner Steve Forde seconded; the motion carried with all members voting “Yes.”
Two agenda items were discussed but tabled: the county website agreement (the current agreement has expired and the board asked for more information before action) and a draft Law Enforcement Center joint powers agreement (the board deferred action until a finalized draft is available).
Commissioners also provided portfolio updates: Commissioner Swenson reported on construction at the Stump Lake Park shop and progress on the Bar & Café; Commissioner Mork updated on Highway Department work; Commissioner Haugland reported on JDA activity and housing-development discussion; Commissioner Forde summarized his trip to Washington, D.C., for the National Association of Counties and encouraged commissioner engagement at the national level; Chairman Johnson reported on weed-board spraying activity.
