Town Manager Miranda Fisher described the plan as a 3–5 year framework to guide strategic investments and decision-making; she said the plan will be reviewed annually so the council and staff can adjust goals and priorities. Councilor Robin Godwin moved to adopt the Strategic Plan and FY26 Action Plan; Councilor Robert Foreman seconded. Roll-call vote was unanimous, 6-0.
The council recorded the approval and will begin using the plan to guide budget and project prioritization through FY30, with annual reviews to assess changing community needs.
