Armstrong County commissioners approve agreements, allocate Marcellus Legacy funds and transfer park to Gilpin Township in 2–1 vote

The meeting approved agreements with individual contractors: an agreement with Kaitlin Watson on the recommendation of Elections Director James Webb and an agreement with Justin Fair on the recommendation of Jail Warden Jessica Hicks. The board also approved an agreement with Regroup Mass Notification on the recommendation of 911 Coordinator Chad Gradwell to provide mass-notification services for the county.
Commissioner Anthony G. Shea asked the board to consider creating a policy for virtual meeting participation when the board chairman is absent; Commissioner Pat Fabian said the room’s technology already supports virtual participation and suggested possibly allowing the public to attend virtually.
The board approved transferring Gilpin-Leechburg Park to Gilpin Township. The minutes record the motion as moved by Commissioner Anthony G. Shea and seconded by Commissioner John W. Strate; elsewhere the minutes state "Motion passed 2 to 1. Mr. Fabian opposed." The recorded tally indicates a 2–1 approval with Commissioner Pat Fabian opposed.
