Camp Verde council approves preliminary plats for Equestrian Estates Phase 2 and Verde Commercial

The Camp Verde Town Council unanimously approved two preliminary plats on April 16, 2025: Equestrian Estates Subdivision Phase 2 (Resolution 2025-1169) and the Verde Commercial Subdivision (Resolution 2025-1168).
Acting Senior Planner Cory Mulcaire told the council that Equestrian Estates has prior approvals dating to 2005–2006 and that Maryvale Properties I, LLC purchased the parcel in 2024. Staff and the Town’s Water Resources Attorney recommended as a condition of final plat that the developer file to sever and transfer 15 acre-feet of water rights to the town for municipal and industrial uses. Applicants Mike Moore and Hayden Moore said they plan to continue previously approved plans and work with neighboring property owners. Councilor Robert Foreman moved to approve Resolution 2025-1169; Councilor Robin Godwin seconded. The roll-call vote was 6-0 in favor.
For the Verde Commercial Subdivision (APN 403-22-035Q), Mulcaire summarized a 2018 zoning map change that created a C2-PAD and noted that several commercial uses have since developed in the area, including Verde RV Storage, Verde Valley Storage, Tractor Supply Company and a UPS distribution center. A development agreement executed April 2, 2025 allows the town to build a water storage site within the subdivision. Applicant Blake Carroll (via Zoom) said the plat separates parcels for future commercial development. Councilor Wendy Escoffier moved to approve Resolution 2025-1168; Councilor Jessie Murdock seconded. The motion carried 6-0.
Both approvals were recorded by roll call: Bolton, Foreman, Murdock, Godwin, Escoffier and Mayor Moore voted aye. The record notes staff will pursue the water-rights filing required for final plat on Equestrian Estates and will coordinate implementation of the development agreement for Verde Commercial.
