Benton County Board approves intergovernmental agreements for SRO, mental-health liaison, law enforcement and dispatch services

The Benton County Board of Supervisors voted on March 3 to adopt a series of intergovernmental agreements under Chapter 28E of the Iowa Code to expand county-provided law-enforcement services and related support programs, effective July 1, 2026.
The agreements, adopted unanimously as recorded in the minutes, include a school resource officer for the Benton Community School District (Resolution No. 26-12); a jointly utilized law-enforcement mental-health liaison for the Cities of Belle Plaine, Vinton and Urbana (Resolution No. 26-13); individual county law-enforcement service agreements with Atkins, Blairstown, Garrison, Keystone, Luzerne, Mt. Auburn, Newhall, Norway, Shellsburg, Urbana and Van Horne (Resolution No. 26-14); and shared law-enforcement dispatch services with Belle Plaine, Vinton and Urbana (Resolution No. 26-15).
Why it matters: the 28E agreements formalize county coordination with local municipalities and the school district to deliver policing, behavioral-health liaison support and dispatch functions. Under the SRO agreement the resource officer will be employed by the Benton County Sheriff’s Office and administered jointly with the Benton Community School District. The mental-health liaison agreement directs the Sheriff’s Office to support and utilize liaison services jointly with the named cities. The county also recorded its willingness to provide full law-enforcement services under separate 28E contracts with a set of small cities, and to provide dispatch services under separate 28E terms with three cities.
