Henderson City Council approves consent agenda, audit contract and multiple property acquisitions; recognizes community efforts

At its June 10 meeting Henderson City Council unanimously approved the consent agenda (minutes, tax releases, sale of one parcel and audit contract), read proclamations and certificates, approved property acquisitions for redevelopment, and heard public requests for small nonprofit grants.
The Henderson City Council on June 10 approved a slate of routine and targeted actions, including consent-agenda approvals, ceremonial proclamations and multiple property acquisitions aimed at downtown redevelopment.
Under the Consent Agenda the council approved minutes for May meetings, tax releases and refunds from Vance County for April 2024, and authorized the sale of a city-owned parcel recorded in Vance County Tax Deed Book 1444, Page 1199 (PIN #0021 01008) after the upset-bid process concluded with no further bids. The council also approved a contract with Thompson, Price, Scott, Adams & CO., P.A. to conduct the FY 2023–24 annual audit, with an anticipated completion date of October 31, 2024. Motions to approve the consent agenda and related items passed unanimously.
Council read certificates of recognition for Dasha Stutson and Estelle Smith for coordinating relocation of families displaced from the 121 Motel. Proclamations were read marking Lupus Awareness, the Mayor’s Alliance for Food Insecurity for Children, Gun Violence Awareness, Pride Month, Juneteenth, and the Swat-A-Litterbug campaign.
On property acquisition matters, the council approved Resolution 24-35 to acquire three jointly owned parcels (Vance County Tax Parcels 0027 01006, 0068 02016 and 0096 03022) that lie adjacent to city-owned property and support redevelopment efforts; the vote was unanimous. The council also approved Resolution 24-36 to purchase several parcels from the Embassy Cultural Center Foundation, Inc. (Vance County Tax Parcels 0004 03017, 0004 03019 and a portion of 0004 03002) to assist McGregor Hall funding and downtown redevelopment; that resolution passed unanimously.
During the public comment period on agenda items two nonprofit representatives requested one-time funding: Karen Hunter asked for $10,000 for Advantage Ministries’ Summer Kid Advantage Camp; LaShawn Hawley requested $10,000 for Abria’s Chase Foundation, Inc. to support families affected by catastrophic events. No one signed up for non-agenda public comment.
City Manager Edward T. Blackmon and Mayor Melissa Elliott provided routine reports on community events, including Public Works Week, the Railroad Depot historical marker unveiling, a Juneteenth celebration and a soft grand opening of the Rural Community Resilience Center scheduled for June 22. Mayor Elliott presented City Manager Blackmon with a gift recognizing his work and long hours.
